Villagers to repair road on self-help basis
[ Joken Ete ]
ITANAGAR, Sep 22: Sending a strong message to the policymakers, residents of three villages in West Siang district have decided to repair a five-kilometre stretch of dilapidated road by pooling in resources on their own.
Under the aegis of the Kugi Ao Welfare Society (KAWS), villagers of Kugi Pomte, Kugi Pomse, and Gune Bane in a meeting recently decided to join hands and repair the road from the Pobdi tri-junction to Kugi Pomte and Kugi Pomse.
The road had been constructed by the RWD, under the PMGSY. The work began in 2007 and was completed in 2013, after much controversy, at an estimated cost of Rs 2 crores.
Three years down the line, the road is now in a deplorable condition. The entire stretch is dotted with potholes, and in the absence of proper drains, rainwater has washed away the black topping.
The condition of the road has caused several accidents, while landslides keep occurring during the rainy season in a few locations along the road, making commuting dangerous.
Most of the leftover fund, which was meant to be used to carry out maintenance work on the road for five years, has been used up, and the department is now left with only Rs 3.40 lakhs. This has left the villagers with no option but to take it upon themselves to do something about the road.
Meanwhile, the maintenance fund will lapse by November 2016, if it is not used.
"We have decided to repair the road by ourselves with the maintenance fund available with the department," KAWS assistant general secretary Gumjum Ete said. "The villagers are irked by the road's pathetic condition and the apathy shown by the RWD and the contractor."
Ete disclosed that the KAWS and the panchayat leaders of these villages had submitted a plea to the department for maintenance of the road. However, the department absolved itself saying that maintaining the road was the contractor's job.
"The road has been left to decay for the past two years," said Gune Bane HGB Tojo Ete. He expressed fear that if the road is left as it is, it might not only damage vehicles but also cause more accidents.
"We have decided to repair the road because we have lost faith in the administration and its agencies," said a student leader from the area.
Interestingly, residents of Yigi-Kaum, who also share the road from the Pobdi trijunction to Giite Geeko, 2 kms off Kugi, are also keen to join in the repair work.
"We are receiving overwhelming response from the people," Gumjum said, and informed that the KAWS had in any case planned to appeal to the villagers of Yigi-Kaum for help.
Awed by the response, Gumjum said the repair work will start in the first week of October and will be completed before the maintenance fund lapses.
The maintenance fund available with the department will be used for carrying gravels and sandstones, and the villagers will work as labourers for free.

He requested Dr Katoch to guide the state government and assured that the state government will extend full cooperation to AYUSH for all its endeavours in the state.
State Government officials of Health Services, who accompanied the visiting Advisor, requested the Chief Minister for creation of a separate directorate for AYUSH.

Hoping for best

Major infrastructure projects like green field airport, Itanagar-Banderdewa four lane project along with several other road projects are yet to see light of the day. Despite several assurances the central government has not taken any initiative to start these projects. Central ministers keep on assuring that four lane and airport project will start soon but it has not been fulfilled yet.  For the last two year this drama is going on and people have almost given up. Yesterday once again union ministers Nitin Gadkari and Kiren Rijiju offered fresh hope regarding green field airport and Itanagar-Banderdewa four lane projects.

While talking about airport impasse Rijiju said a team from civil aviation ministry is scheduled to visit the state capital to solve all the issues including land acquisition for which a meeting had been convened at New Delhi recently. Union minister for road, transport and highway Nitin Gadkari during a meeting with deputy chief minister Chowna Mein assured to sanction Ita-Banderdewa four lane project at the earliest. Rijiju also shared that road project from Tawang to Vijaynagar in Arunachal Pradesh has been approved by the Infrastructure Empowered Committee, headed by Cabinet Secretary, and forwarded to the Union Ministry of Road Transport and Highways (MoRTH) for preparation of the detailed project report (DPR). One can only hope that government of India speed up the process for early implementation of these major infrastructure projects. In the last two year people of Arunachal have been deprived of developmental activities. While MLAs are busy fighting among themselves, the central government has also completely turned blind eye. Lack of development is deeply frustrating the people.

With each successive edition the Ziro Festival for Music is becoming more and more popular. The organizer, District Administration and Tourism Department, Govt of Arunachal Pradesh deserve appreciation for their endeavor to this effect. It is learnt that hundred of tourists from abroad and the country are visiting Ziro valley during the four days music festival. It’s moment of pride for Ziro valley.

But it has sad story because thousands of youths from Ziro won’t be able to get entry into the internationally reputed festival as it is very costly. However, it is learnt that the inaugural day is free of cost but during the remaining three days, one has to pay entry fee at the rate of Rs.1500/-per day which is not affordable for some category of interested youth and persons.

In  last two and half months time, I came across many youths  of Ziro who are from economical poor background  who shared  with me their inability to enjoy this popular festival. A helpless youth said that it is a festival for a limited group of ticket holders only but not for common people though it is financially being aided by State Government and supported by District Administration of Lower Subansiri. Like previous few years, this year too many interested youths and persons will remain at home due to their inability to afford minimum amount of Rs three to five thousands for this festival.

I would like to appeal to the organizer of this festival to  work out ways and means to  avoid entry fee from coming edition onwards  to make it a festival for all sections of people so that thousands of youth and interested persons too can get themselves exposed to this reputed festival and  its objective. Simultaneously, I appeal every Apatani to co-operate with the organizer of this festival for grand success and maintain hospitality throughout the festival time in particular and all time in general.

Materialistic modernity or health hazards

Dear Editor,

These days wherever one can move around in the so called modern world; homes, offices, shops, malls, hospitals, doctor's clinic, cars, etc, etc, what is universally encountered day in day out is the airtight, suffocating and claustrophobic glass enclosed airconditioned or non-airconditioned rooms with literally no provisions for air exchange and replenishment with the natural environmental air. The end harmful results being physical tiredness, lack of mental alertness, transmission and catching of air-borne communicable diseases, dangerously polluted and affected lung-cardiovascular system, etc.

A modern human subjects oneself to the same deadly enclosures and the same dangerously polluted air most part of the day; then for weeks, months, years, decades; just imagine how much damage is being done to his health.

Inhalation-exhalation cycle with fresh air is the fundamental fuel of life force, mind and the body but, it has become the most neglected aspect for the human.

A focussed attention to breathe fresh environmental replenished air shall tremendously keep state of health at very high level. That's because, persistently rejuvenated life force, mind and body through fresh natural air is the best gifted and most effective natural medicine of the Creator of life.

When one keeps oneself enclosed in airtight enclosures, it's the biggest way of self-hurting and damaging the soul, mind and body altogether but it can be avoided.

Give all a chance

Dear Editor,

Through your esteemed daily, I would like to request the APPSC to conduct the upcoming AE examinations in a free and fair manner so as to give each and every candidate equal chance. This will be the first large scale exam to be conducted by the APPSC after the much delayed APCS exam which was concluded after a period of three years from the date of advertisement. Of course, the APPSC did conduct examinations for post of MO and FAO but the upcoming exam is much bigger due to the sheer number of the candidates. Use of network jammers has to be employed. Nowadays, smart phones are being used for cheating in examinations and so mobiles have to be banned. The invigilators should maintain strict vigilance and anyone indulging in unfair means using any method should be immediately barred from the examination. It is the duty of the APPSC to induct meritorious and eligible candidates for the advertised posts and I hope it will do so.

Yours,

An aspiring candidate

World Peace Day

Dear Editor,

21st September is observed annually as The International Day of Peace (World Peace Day). It is dedicated to world peace, and specifically the absence of war and violence, such as might be occasioned by a temporary ceasefire in a combat zone for humanitarian aid access.

We had 2 World Wars in the first half of the 20th century. Still  many parts of the world are witnessing conflicts. But if people ponder a little, they will realise what Saint Augustine said "The purpose of all war is peace" Many Nations spend millions for weapons which DESTROY but in some parts of the world there is no money to buy a even a pen which CREATES.

"An eye for an eye only ends up making the whole world blind."  said Mahatma Gandhi who also said "Peace is the most powerful weapon of mankind." On this day let us honor those suffered from violence & let us hold in our hearts the ideal of peace.

Damaging social equilibrium

Dear Editor,

The Supreme Court of India should be congratulated for making Internet search engines agree to block sites and advertisements that offer kits to determine the gender of an unborn child. With the help of such kits, crazy, killer parents have, already, done a great damage to our social equilibrium. It was mainly because of those killer parents who killed their girl children in womb or in cradle, India's child sex ratio (0-6 years) came down from 945 girls for thousand boys in 1991 to 927 in 2001 and slipped further downward to 914 in 2011 census. This ratio clearly indicates what is in store for us. So, more such measures and monitoring need to be taken. Otherwise, India is bound to become a country where monogamy has to be replaced by polyandry.

Regularization of Officiating Head Masters

Dear Editor,

Apropos of the above cited subject, I on behalf of the senior most Junior and Assistant Teachers of the state of Arunachal Pradesh would like to express our anguish at the proposed move made by some of the so called officiating headmasters to get their position regularized.

This particular move if materialized will jeopardize the careers of thousands of teachers and head master/vice-principals whose seniority and promotional scope will be affected.

In the first place these so called officiating head masters /vice principals, who are actually the junior most in service length, somehow managed to get themselves appointed and then began to demand for pay benefits. After which now they are beginning to demand for regularization of their officiating appointments and very soon they might start to clamor for the posts of Director of School Education in few years of time.

An insider in the establishment at the secretariat informed me that these so called officiating government servants have been camping in the state capital for the past few months and using all sort of pressure tactics on the state authorities to make them yield to their unjust demand.

I would like to urge the state authority to take appropriate action against them for remaining away from their places of posting for such a long time and for harassing the government by making unjust demands.

Further, through this august forum I would like to express the pain and anguish of simple teachers like us who have no political boss and lack connections at high places. We are always with the government in every step as most loyal government servants. We have been termed as the nation builder. Must we be deprived of our most basic service benefits?

I just want to ask one simple question here : How can someone who has put in a mere two to three years of service as regular teacher be given the promotion and how can someone who has selflessly worked for the department for twenty plus years be deprived of the same promotional opportunity?

Yours,

Premso Kenrab
